Oxford Planning Commission Approves Sullivan’s Grocery Site Plan for Oxford Commons
The Oxford Planning Commission approved a Sullivan’s Grocery site plan on Monday, clearing the way for the regional supermarket chain to build in Oxford Commons along Ed Perry Boulevard. The decision brings a long-discussed project closer to reality for east Oxford residents who have awaited a grocery anchor for the Summit area.
What the site plan includes

The grocery store is planned at 40,100 square feet. A separate multi-tenant retail building of about 12,592 square feet is also part of the development, along with site improvements and a commercial outparcel facing Ed Perry Boulevard. The full development site covers roughly 5 acres between Summit Drive and Summit Way.
Sullivan’s Grocery operates as a regional supermarket known for fresh produce, meat, seafood, bakery and a full-service deli. Those departments are expected to serve shoppers in the Summit area and nearby neighborhoods once the store opens.
Access and parking
Plans call for three access points: one each on Ed Perry Boulevard, Summit Drive and Summit Way. A total of 220 parking spaces are included, with 7 accessible spaces.
How the location changed
The project’s location has shifted since it was first proposed. In 2024, a site plan was approved for Colonnade Crossing off Highway 30. Little public information followed that approval. In March, developer David Blackburn confirmed the move to Oxford Commons. Monday’s approval applies to the new Oxford Commons site.
Planning documents describe the development details, and the project is highly anticipated by residents in east Oxford. No opening date has been provided, and construction start date, retail tenants, total project cost, architect and builder remain unknown.
With the site plan approved, the grocery store is positioned to serve as the grocery anchor for the Summit area and surrounding neighborhoods. Further updates on construction and opening will depend on details not yet released.
